The Federal Immission Control Act procedure is required to authorise the operation of a thermo-recycling system of our size. The procedure of the Federal Immission Control Act (BImSchG) includes building and operating permits as well as all measurable parameters for the operation and control of the facility (immissions, safety, etc.).
The company “eta AG Engeneering, Büro Spremberg” is accompanying us in this process. With their advice, our engineers prepared the dossier that was the basis for the environmental impact assessment in the first phase. With this EIA, the first step of the approval process by the Bautzen District Office has been positively concluded. This means that we are considered “approvable”.
Positive decision of the environmental impact assessment
The submission of the detailed dossier to the Saxon State Ministry for the Environment and Landscape took place at the beginning of February 2019. The Saxon State Ministry is obliged to process our submission within 3 months. Since the first review by the District Office was positive, a positive decision is also expected from the Federal Immission Control Act review, which is based on the same framework.
Access road to our property financed by the municipal authority
Thanks to the site funding, the site operator is financing the access road alongside our site with all the necessary media lines. This will make the development of our site much easier. The planning of the site has been completed. This road allows us to continue using the existing railway track.

What happens next
- As things stand today, the financing of the first facility has been completed.
- As soon as the Federal Immission Control Act (BImSchG) inspection has taken place and we have a positive decision, we will start building the first facility.

ENESPA AG will generate positive cash flow starting with the first investment. By operating several facilities simultaneously, revenues increase disproportionately and, accordingly, so does the value of the company. The business development fund of the Schwarze Pumpe Industrial Park is very interested in the ENESPA project. Following a thorough investigation, the responsible development bank declared the project eligible for funding. The project will be supported by the development bank once the approval process is completed. The approval process is in progress. (As of July 2020)
The aim is for the first 5,000 kg/day facility in the industrial park to be commissionedby the end of 2020. As soon as this facility is in reliable operation, ENESPA will build another ten facilities and then gradually expand to forty facilities. The ten facilities are expected to be fully operational by the end of 2021.
